April 12, 2005 Minutes


Mr. Catino called the meeting to order at 7:35 p.m. in the East Windsor High School cafeteria.
Present:  Board of Finance Chairman Catino, Clerk Floyd, Members Dove, Farrell, Mannette, Sabotka, Nelson; First Selectman Roberts and recording secretary Nolan.    Absent:  Hayes

Ms. Sabotka distributed the 2003 and 2004 Warehouse Point Fire Department audits.

Discussion followed concerning the procedure to use in reviewing and revising the proposed town budgets.   They discussed whether or not to go line by line through every account, setting goals, coming up with a percentage that taxpayers might agree to.    

Ms. Roberts presented a list of revenues.  She reported a grand list of $727,723,366.  She reported a general fund of $375,000 and WPCA Assessment Fund, $400,000.  

The Board reviewed the Board of Selectmen’s recommendations for accounts 1010 through 2150.  They discussed or made the following changes:

1010 Selectmen.  Reduced selectmen’s stipends by $179

1035 Assessor.  Cut office furniture by $1,050

1130 Senior Center.  Ms. Roberts explained that the part-time and full time salaries were in the wrong place and have now been corrected.  

1135 Board of Finance.  Cut recording secretary by $370.  

1195 Town Government.  Ms. Roberts stated that this account needs to be updated by the treasurer’s office, but the Board could plug in the Board of Selectmen’s number for now.  She stated that it could change.

2144 Police Commission.   Discussed the request for an upgrade to lieutenant position.  Rounded up capital expenditures to $3,703.  The Board cut $11,008 from conferences and training.

2150 Broad Brook Fire Department.  Board is still waiting for an audit.  Discussed holding funds until audit is received.

2155 Warehouse Point.  The Board wants to review the WPFD audit before reviewing this budget request.  Discussion held re fire marshal working in the building department.

The workshop adjourned at 10:00 p.m.
