Board of Finance Meeting
December 26, 2007
The Board of Finance meeting was called to order at 6:37 p.m. by Noreen Farmer at the East Windsor Town Hall.
Present: Board of Finance Members Jason Bowsza, Marie DeSousa, Noreen Farmer, Robert Little, Jack Mannette, and Kathy Pippin (alternate) and Treasurer Mary Szabo
Others Present: Board of Selectman Members Denise Menard, Gilbert Hayes, Dale Nelson, Mark Simmon, Edward Farrell
Presentation & Discussion of the Annual Audit by Blum, Shapiro
Mr. Joe Kask and Ms. Leslie Zoll of Blum Shaprio attended the meeting and presented the June 30, 2007 Audit Report. Mr. Kask went through the document pointing out items he thought the board should be aware of. Items that require action by the Town were discussed and those recommendations will be address at an upcoming joint meeting of the Board of Finance and Board of Selectman.
Establish guidelines for the FYE 2009 Budget
There was discussion regarding the guidelines that will need to be followed for the upcoming budget process. Denise Menard will draft the letter and forward to Noreen Farmer prior to distibuting to Town Departments and Boards/Commissions. The letter will be distributed on or before the charter requirement of January 15, 2008. All independent entities that receive funds in excess of $15,000.00 will be required to submit a June 30, 2007 audit with their budget request.
Analysis of Previous Budget Allocations:
There was a presentation and discussion regarding an analysis of the past 7 year budget expenditures done by Jack Mannette. The information will be useful to both the Board of Finance and Board of Selectman while formulating the FYE 2009 budget.
Upon motion by M. DeSousa, seconded by J. Bowsza the meeting was adjourned at 9:20PM
