Special Meeting – November 13, 2007
CALL TO ORDER AND ATTENDANCE
The meeting was called to order at 7:00 p.m. by Vice-Chairman Beverly Percoski. Commissioners LaMay and Legassie were in attendance along with Gil Hayes our liaison to the Board of Selectman. Chairman Boutin and Commissioner Mezzetti were not in attendance.

MEETING MINUTES OF:
Regular Meeting – October 15, 2007
The minutes of the regular meeting of October 15, 2007 were reviewed by all Commissioners present. A motion was made by Commissioner LaMay, seconded by Commissioner Percoski to accept the minutes of the regular meeting of October 15, 2007 as presented.
LaMay/Percoski 2 – Aye
1 – Abstention due to absence from meeting.

BILLS AND COMMUNICATIONS
Check Register – October 17 – November 7, 2007
The check register for October 17 – November 7, 2007 was reviewed by all commissioners present and all questions answered. A motion was made by Commissioner LaMay, seconded by Commissioner Legassie to accept the check register of October 17 – November 7, 2007 as presented.
Bank Reconciliation October, 2007
The Bank Reconciliation of October, 2007 from Enfield Federal Savings & Loan Association was reviewed by all Commissioners present.
REPORTS OF THE EXECUTIVE DIRECTOR
We currently have three vacant apartments in different stages of remediation. All vacant apartments are spoken for.
Resident Services Coordinator Program
We have received additional paperwork from Department of Economic and
Community Development regarding the Resident Services Coordinator. They are
asking for a Resolution giving the Executive Director, or his designee, authority
to sign the paperwork and a Certification regarding the Resolution.
A motion was made by Commissioner LaMay, seconded by Commissioner
Percoski to accept the Resolution as required by DECD.
This apartment has been inspected once a week and there is a 110%
improvement. One of the tenants who has moved out has left a couple of
bureaus and a bed frame which will be donated to this tenant. As long as there
is a continuing improvement in the condition of this apartment, no further action
will be necessary.

A) PILOT Payment
As there has been a change in leadership in the Town of East Windsor, it was a consensus of all commissioners present as well as the liaison with the Board of Selectman that it would be better to wait until the next Board of Selectman meeting (December 4th)to have our presentation and to write a letter inviting the new First Selectman Denise Sabotka-Manard to a joint meeting with the Housing Authority and the Board of Selectman.
B) Health Insurance
There is nothing new to report on the Health Insurance. The Executive Director is still looking into this issue and when any additional information is forthcoming it will be brought to the attention of the Commission.
A) Cat Problem
There is no cat problem and a shelter for the stray cats has been set up behind the fence area with a lean-to and food. The hay has been removed from under the kayak.

A motion was made by Commissioner Legassie, seconded by Commissioner LaMay to adjourn the regular meeting of the East Windsor Housing Authority at 7:30 p.m.
