Ordinance Establishing A volunteer Incentive Committee

The following ordinance was adopted at a Special Town Meeting duly warned and held on October 28, 2009.


WHEREAS, the Town wishes to establish a committee for investigating and recommending to the Board of Selectmen ways of encouraging recruitment and retention of community volunteers, including but not limited to emergency services volunteers.

NOW, THEREFORE, BE IT ORDAINED, by the legislative body of the Town of East Windsor that a Volunteer Incentive Committee be established as follows:


The Volunteer Incentive Committee shall consist of seven members, all electors of the Town, to be appointed by the Board of Selectmen.  Not more than four members of the Committee shall be members of the same political party.  Committee members shall serve without compensation.

For the original appointment of the seven members of the permanent committee, three committee members shall be appointed for a term of four years, the remaining four members shall be appointed for a three year term.  Thereafter, all committee members shall be appointed for a term of four years.  In the event of a vacancy in the committee’s membership, the succeeding member shall be appointed to serve the unexpired term of the vacating member.


The Committee shall elect a Chairman, Vice-Chairman and Secretary from its membership at its first organizational meeting and annually thereafter.  Any vacancies in such offices shall be filled by the Committee for the balance of any unexpired terms.  The Committee may further organize itself in whatever manner it deems appropriate.

At the organizational meeting, and every year thereafter, the Committee shall adopt rules of procedure for its governance, including some form of Robert’s Rules of Order.

The Committee shall meet at least four times per year to carry out its obligations.   Any four members of the Committee may, in writing, request the Chairman to call a special meeting for a specific purpose and the chairman shall call such meeting for such purposes, in accordance with such request.


The Volunteer Incentive Committee is responsible for:
  • Implementing and overseeing volunteer incentive programs and recommending changes to the Board of Selectmen as needed;
  • Providing budget recommendations for the annual budgeting of any incentive programs; and
  • Monitoring volunteer incentive program budgets.
Said Ordinance shall become effective fifteen (15) days from publication thereof.
