Permanent Shared Services Committee
TOWN OF EAST WINDSOR

The following ordinance was adopted at a special Town Meeting duly warned and held on January 30, 2012.

“Ordinance Establishing a Permanent Shared Services Committee”

WHEREAS, East Windsor (“the Town”) wishes to establish an advisory committee for the purpose of researching and recommending to the Board of Selectmen, Education and/or other Town agency streamlining initiatives within the Town or regionally.  Any recommended initiatives should achieve cost savings without reducing the quality of Town services.  

NOW, THEREFORE, BE IT ORDAINED, by the legislative body of the Town that a Permanent Shared Services Committee be established as follows:


MEMBERSHIP AND TERMS OF OFFICE:  
The Shared Services Committee shall consist of seven members: two representatives from the Board of Selectmen, two representatives from the Board of Finance and two from the Board of Education each appointed by their respective Board and one “at-large” member that is not a member of any of the aforementioned Boards.  The at-large member will be recommended to the Board of Selectmen for appointment by the 6 Board representatives.  

The seven members will serve for two (2) year terms. In the event of a vacancy in the committee’s membership, a replacement will be appointed by the Board of the vacating member.

In addition, three non-voting advisory members, the First Selectman, the Town Treasurer and the Superintendent of Schools will serve on the Committee.
 
COMMITTEE’S ORGANIZATION
The committee shall elect a Chairman, Vice Chairman and Secretary from its membership at it first organizational meeting and annually thereafter.  Any vacancies in such shall be filled by the Committee for the balance of any unexpired terms.  The committee may further organize itself in whatever manner it deems appropriate.

At the organizational meeting, and every year thereafter, the Committee shall adopt rules of procedure for its governance, including some form of Robert’s Rules of Order.

The Committee shall meet at least four times per year to carry out its obligations.  Any four members of the Committee may, in writing, request the Chairman to call a special meeting for a specific purpose and the chairman shall call such meeting for such purposes, in accordance with such request.  

CHARGE
The charge of the committee is to research and recommend to the Board of Selectmen, Education and/or other Town agency streamlining initiatives within the Town or regionally.  Any recommended initiatives should achieve cost savings without reducing the quality of Town services.

This ordinance adopted at a Special Town Meeting duly warned and shall become fully effective as provided by law fifteen (15) days from the publication thereof.
