Parking Ordinance
77-2.1
The following ordinance was adopted at a Special Town Meeting duly warned and held on January 5, 1977 and shall become effective fifteen (15) days from the publication thereof.
PARKING ORDINANCE
I.      Purpose
To regulate, as authorized by Section 14-307 of the Connecticut
General Statutes, the parking of vehicles and motor vehicles upon the public highways within the geographical limits of the Town of East Windsor.
II      Definitions
Terms used in this ordinance shall be construed as follows:
(A)     Curb includes the boundary of the traveled portion of any highway whether marked by a curbstone or not so marked.
(B)     Highway includes any state or other public highway, road, street, avenue, alley, driveway, parkway or place, under the control of the State, the Town, or any political subdivision thereof, dedicated, appropriated or open to public travel or other use.
(C)     Intersection means the area embraced within the prolongation of the lateral curb lines of two or more highways which join one another at an angle whether or not one such highway crosses the other.
(A)     
(D)     Motor Vehicle means any vehicle suitable for operation on a highway which is propelled or drawn by any power other than muscular, except aircraft, motor boats, road rollers, baggage trucks, electric battery operated wheel chairs, golf carts, farm implements, such vehicles as run only on rails or tracks, self-propelled snow plows, snow blowers and lawn mowers when used for the purposes for which they were designed and operated at speeds not exceeding four miles an hour, whether or not the operator rides or walks behind such equipment.
(E)     Owner mean any person, firm, corporation or association holding titles to a vehicle or having legal right to register the same, including purchasers under conditional bill of sale.
(F)     Vehicle includes any device suitable for conveyance, drawing, or other transportation of persons or property, whether operated on wheels, runners, cushion of air between it and the surface or by any other means, except those propelled or drawn by human power or those exclusively upon tracks.
III     Parking Restrictions
        No person shall operate any motor vehicle upon, nor shall any vehicle or motor vehicle be left parked, standing or stopped on or across any public sidewalk except to cross such sidewalk to enter or leave adjacent areas or perform necessary sidewalk construction, maintenance or snow removal. Any person violating this section shall be fined $2.00.
        No motor vehicle or vehicles shall be permitted to remain stationary within ten feet of any fire hydrant. Any person violating this section shall be fined $5.00.
        No vehicle or motor vehicle shall be permitted to remain stationary upon the traveled portion of any highway except upon

the right-hand side of such highway in the direction in which the vehicle or motor vehicle is headed.  Any person violating this section shall be fined $2.00.
        No motor vehicle or vehicles shall be parked so that its right-hand wheels, when stationary are over a distance of 12 inches from the curb. Any person violating this section shall be fined $2.00.
        No vehicle or motor vehicle shall be parked within 25 feet of any intersection. Any person violating this section shall be fined $2.00.
        No vehicle or motor vehicle shall be parked within 25 feet of a stop sign caused to be erected by the Traffic Authority or State Traffic Commissioner. Any person violating this section shall be fined $2.00.
        No vehicle or motor vehicle shall be parked within 25 feet of a marked crosswalk. Any person violating this section shall be fined $2.00.
        No vehicle or motor vehicle shall be permitted to remain stationary within the limits of a public highway in such a manner as to constitute a traffic hazard or obstruct the free movement of traffic thereon, provided a vehicle which has become disabled to such an extent that it is impossible or impracticable to remove it may be permitted to so remain for a reasonable time for the purpose of making repairs thereto or of obtaining sufficient assistance to remove it. Any person violating this section shall be fined $3.00.
        
        No person shall park or leave stationary on a public highway any vehicle or motor vehicle in front of or so as to obstruct or interfere with the ingress to or egress from any private driveway or alleyway, except with the permission of the owner of such driveway or alleyway.  Such parking or stationary position of any vehicle or motor vehicle with such permission shall be subject to existing parking regulations. Any person violating this section shall be fined $2.00.
        No vehicle or motor vehicle shall be parked in any area designated by posted signs as a temporary no parking area, or no parking restricted area upon any public highway or town owned property, the signs of which have been caused to be erected by the East Windsor Traffic Authority or the State Traffic Commission. Any person violating this section shall be fined $2.00.
        No person shall park any vehicle or motor vehicle in any place upon the public highway or Town owned property for a longer period than is indicated as lawful by any sign erected and maintained by the East Windsor Traffic Authority or the State Traffic Commission. Any person violating this section shall be fined $2.00.
        (1)     The Traffic Authority shall have the power to determine the location of loading and unloading zones and shall erect and maintain signs designating the same.
        Fire Marshall shall determine where fire lanes are needed

and the East Windsor Traffic Authority shall have owner mark and post signs.  Fine shall be $10.00 for violation of this section.
        No person shall park any vehicle or motor vehicle for a period of time longer than is necessary for the loading or unloading of materials or merchandise in any place marked as a loading or unloading zone. Any person violating this section shall be fined $2.00.

Nothing in this ordinance shall be construed to apply to emergency vehicles and to maintenance vehicles displaying flashing lights or to prohibit a vehicle from stopping or being held stationary by any officer, in an emergency to avoid accident or to give right of way to any vehicle or pedestrian as provided by law.

The Chief of Police shall have the power to enforce the provisions of this ordinance and to collect those fines specified.  Any vehicle or motor vehicle owner in violation of this ordinance shall make payment to the Town Clerk within five (5) days of the violation.  Any person not making payment within five (5) days shall suffer a double penalty.  All fines collected shall be turned into the General Fund,

Nothing herein contained shall be construed as a limitation on the power of the Common Pleas Court to impose penalties as provided in the General Statutes of the State of Connecticut.
