Ordinance Requiring Covers To Be Placed On All Vehicles Carrying Refuse, And/Or S
79-1.1
TOWN OF EAST WINDSOR
The following ordinance was adopted at a Special Town Meeting duly warned and held on June 28, 1979. Said ordinance shall become effective fifteen (15) days from the publication thereof.

ORDINANCE REQUIRING COVERS TO BE PLACED ON
ALL VEHICLES CARRYING REFUSE, AND/OR SAND-GRAVEL
ON ROAD IN THE TOWN OF EAST WINDSOR

BE IT ORDAINED:

No person shall operate any vehicle upon a public highway in the Town of East Windsor, which vehicle is carrying litter and/or sand-gravel as defined herein, without covering said litter and/or sand-gravel, to prevent its being blown or deposited out of said vehicle onto Town roads.
Litter as defined herein means any discarded, used or unconsumed substance or waste material, whether it is made of aluminum, glass, plastic, rubber, paper, or other natural or synthetic material, or any combination thereof, including but not limited to any bottle, jar or can, any unlighted cigarette, cigar, match or any flaming or glowing material or any garbage, trash, refuse, debris, rubbish, grass clippings, or other lawn or garden waste, newspapers, magazines, glass, metal, plastic or paper containers or other packaging or construction material.
Sand-gravel as defined herein means any sand or gravel or combination thereof including dirt, sand, stone, rock, crushed or otherwise, pebbles, stone particles of any kind or description, small stones or fragments of stone with or without particles of sand.
Vehicle, as defined herein, shall include every device capable of being moved on a public highway and in, upon, or by which any person or property is or may be transported or drawn upon a public highway, except devices moved by human or animal power or farming or agricultural vehicles used exclusively in the operation or agricultural or farming operations.
79-1.2
Any person, firm or corporation violating any provision of this Ordinance shall be fined not less than $100.00 and shall be liable to the Municipality for the reasonable costs and expenses of the Municipality in removing the litter deposited on public highways in the Town of East Windsor.
