Inland Wetlands & Watercourses Agency

The Inland Wetlands & Watercourses Agency (IWWA) administers and enforces East Windsor’s IWWA Regulations either through issuing permits, enforcement actions, or as of right determinations. The IWWA acts on applications for activities within regulated areas.

Regulated areas include:

  • Wetlands as defined by soil type which consists of any of the soil designated as poorly drained, very poorly drained, alluvial and floodplain.
  • Escarpment soils due to their high risk of erosion.
  • Watercourses including rivers, streams, brooks, waterways, lakes, ponds, marshes, swamps, bogs, and all other bodies of water, natural or artificial, vernal, or intermittent, public or private; and a
  • 150 foot review area from the edge of any wetlands or watercourse.

The IWWA consists of five (5) regular members and two (2) alternate members. Meetings are held on the first Wednesday of each month at Town Hall, 11 Rye Street, Broad Brook. During Covid-19 restrictions, meeting materials are available online and meetings are being held online via ZOOM.

Pre-application review is often conducted by Planning & Development (P&D) staff and the town engineer. This review is encouraged as it may address concerns early and help expedite the review process.

The office is staffed by an Inland Wetlands Agent who is authorized to:

  • Determine if a proposed activity is within a regulated area and requires an IWWA permit.
  • Issue permits for minor activities within the upland review area.
  • Perform site inspections to ensure erosion and sedimentation controls are adequate and that construction follows conditions of the approved wetlands permit; and
  • Take enforcement action on behalf of the IWWA.
